Do these shortcuts work for you?

Reopen Closed Tab differs from New Tab only by Shift in the Tabs section of the Chrome list, and Previous Tab differs from Next Tab in the same way. In Navigation, Go Back and Go Forward use the left and right arrow keys with one modifier, and Focus Address Bar and Hard Reload (Ignore Cache) are in the same section. The Developer section has Developer Tools and Console, which share their modifiers, and Toggle DevTools, which is a function key alone.
